E-Government platform completed Update: 11-04-2019
On March 7, 2019, the government issued Resolution no. 17/NQ-CP on a number of key tasks and solutions for developing the e-Government in the period of 2019-2020, and orientations to 2025 with the targets of perfecting the e-Government platform to improve the operation of the State administrative apparatus and the services for people and enterprises; developing e-Government based on open data and open data towards a digital government, economy and society; ensuring information and network security; increase the rank of the e-Government according to the assessment of the United Nations up 10 to 15 places in 2020 to bring Vietnam into the group of 4 leading ASEAN nations in terms of ranking e-Government by 2025.

The government’s Resolution No. 17/NQ-CP clearly points out the directions of the government: changing service methods, taking people and businesses as a center, taking the satisfaction of individuals and organizations as the important measurement in e-Government development; ensuring close cohesion and synchronous application of information technology with administrative reform; and so on.

 

Specifically, in the period of 2019-2020, legal documents related to the creation, management and sharing of data, protection of personal information, electronic identification, and electronic clerical and archival work will be issued; and the legal framework for investment in and application of information technology will be completed.

 

Besides, it is essential to urgently build and develop the axis of connecting national documents according to the world’s advanced technology as an integrated platform; share data among information systems and databases; improve the capacity and quality of the specialized data transmission network services of the Party and State agencies; determine this as the basic transmission infrastructure in connecting e-Government information systems and data sharing.

 

20% of the people and businesses participating in the authenticated and unified e-Government information system on all the information systems of the e-Governments at central to local levels. The number of online settled dossiers out of the total number of dossiers for dealing with administrative procedures of each ministry, sector, and locality reaches 20% or more, integrating 30% of online public services at levels 3 and 4 of ministries, sectors and localities with the national public service portal; 100% of dossiers of administrative procedures are processed via the electronic one-stop-shop information system at ministerial and provincial levels; and so on.

 

In the period 2021-2025, it is necessary to continue to develop the e-Government platform systems; research and develop solutions for connecting with the information systems of ASEAN nations and others in the world; complete the application of the national database on finance and national land; and integrate and share data with the information systems and databases of ministries, sectors and localities.

 

100% of the public service portal, the electronic one-stop-shop information system at ministerial to provincial levels will be connected to share data with the national public service portal; 100% of the online public services will commonly be at levels 3 and 4, involving in many people and businesses and being integrated into the national public service portal; 100% of transactions on the national public service portal, the electronic  one-stop-shop information system at ministerial to provincial levels will be electronically authenticated.

 

40% of people and businesses participating in the e-Government system will be electronically authenticated and integrated across the information systems of central to local levels of government; the rate of settled dossiers via online public services compared with the total number of dossiers will reach levels 3 and 4 or 50% or more.

 

* 6 groups of tasks and solutions for developing e-Government

 

In order to achieve the above objectives, the Resolution set out 6 key groups of tasks and solutions: building and perfecting institutions to create a complete and comprehensive legal basis for the deployment, construction, and development of e-Government; build an e-Government development technology platform in line with the development trend of e-Government in the world; build and develop e-Government to ensure a close link between the application of IT in administrative reform and innovation of working methods for people and businesses; carry out the national digital transformation towards a digital government, economy and society; build e-Government to ensure a close link with information and network security, national security and personal information protection; ensure the resources for implementing and construction of e-Government; and establish a mechanism to ensure enforcement.

 

It is worth noting that the completion of the updated e-Government Architecture Framework (version 2.0) will be submitted to the State Prime Minister and then issued in May 2019. Also, the construction and updating of the e-Government Architecture at minister-and-provincial levels in line with Vietnam’s e-Government Architecture Framework (version 2.0) will be completed in September 2019.

 

In addition, it is necessary to build and develop the national text communication axis based on the world’s advanced technology as an integration platform; share data among information systems, databases, and so on as an integrated platform; put national sharing into operation in 2019; continue to develop and complete it in the period of 2020-2025; develop and complete the national database on population, business registration, and data sharing with the national public service portal, information systems, and databases of ministries, sectors and localities, database of Finance, Tax, Customs, Treasury, Health and Insurance in 2019; continue to develop and complete it in the period of 2020-2025; restructure IT infrastructure of ministries, sectors and localities towards combining centralized and distributed models based on cloud computing technology; optimize information technology infrastructure according to regions; research and propose solutions for helping telecommunications enterprises to build and improve the capacity of Vietnam's telecommunications network as a foundation for developing digital ecosystems and responding to new services; and so on.
