II. ROLE & FUNCTION:
The Science Management Division is DOST’s
specialized unit, functioning as an advisor
for and assistant to DOST’s Director to
carry out the State management of scientific
research, and develop the province’s science
and technology human resources; and give
guidance, monitor and urge the
implementation of science management
activities in departments, committees,
agencies, units, and People’s Committees of
districts, Long Khanh town and Bien Hoa city
according to legal provisions.
III. RESPONSIBILITY AND AUTHORITY:
2.1. Tasks:
1. Propose and develop
mechanisms, policies and measures to promote
scientific research activities and develop
the province’s science and technology
resources;
2. Draft decisions; planning; long-term,
five-year and annual plans; science and
technology schemes and projects; and
organization and implementation methods
after approval;
3. Host and coordinate with concerned
agencies to announce, propose, and order
science and technology tasks at the
provincial and grassroots levels; identify
the list of proposals to order, select, hand
over, inspect, evaluate and accept science
and technology tasks that use the provincial
and grassroots state budget; coordinate to
carry out the state-level science and
technology tasks in localities;
4. Assess the estimates of funding for the
science and technology tasks funded by the
provincial and grassroots State budget; join
hands in the management and settlement of
properties that are formed through the
implementation of science and technology
tasks by using the State budget;
5. Act as a focal point to guide and offer
grassroots-level assistance in the
implementation of science and technology
activities; give instructions on how to make
estimates for the annual State budget for
science and technology activities;
6. Conduct periodic inspections and assess
the implementation of scientific research
tasks and technological development that use
the State budget and the progress; propose
to adjust research contents to suit
practical requirements if necessary or
terminate the performance of a task;
7. Make a public announcement of the results
of scientific research and technological
development funded by the State for public
purposes to help organizations and
individuals to apply them to production and
life; encourage the application of
scientific research and technological
development results;
8. Propose the establishment of provincial
and grassroots-level science and technology
consultancy councils according to legal
provisions;
9. Organize and coordinate with concerned
agencies to hand over the ownership and use
of the results of scientific research and
technological development funded by the
State budget to organizations and
individuals;
10. Make an assessment of dossiers to
propose the establishment of science and
technology organizations within authority;
inspect the activities of science and
technology organizations, representative
offices and branches of science and
technology organizations; manage the
granting, adjustment and confiscation of
registration certificates for scientific and
technological activities within the scope of
the State management of science and
technology according to legal provisions;
11. Assist with the implementation of
measures to promote the application of
science and technology achievements for
production and life at the grassroots level;
12. Assist district-level People’s
Committees to perform the State management
of science and technology towards collective
economic organizations and the private
economy; give instructions on and inspect
the activities of associations and
non-governmental organizations that operate
in the field of science and technology;
13. Assess and grant certificates and the
results of implementation of science and
technology tasks without using the State
budget of the province’s organizations and
individuals according to legal provisions;
14. Make proposals to DOST and ask the
provincial People’s Committee to make
rewarding decisions for the organizations
and individuals with their achievements in
scientific research and technological
development activities;
15. Perform statistics tasks, and make
periodic and irregular reports related to
the tasks as required;
16. Perform the other tasks assigned by the
Director of DOST.
2.2 Authority:
- Fully perform the
above functions and tasks of this
Regulation.
- Ask the divisions and units of DOST and
the units related to the provincial-level
science and technology activities to provide
necessary information and data at the
request of the leaders of DOST.
- Enjoy the benefits and
policies according to legal provisions.
- Participate in the activities related to
the management of science and technology in
general.
- Be given chances to study, get trained,
join in visits and make field trips at home
and abroad on the contents that are directly
related to the management of scientific and
technological activities.
- Be equipped with necessary means and
facilities for the management of science and
technology.
- Take part in science and technology
advisory councils as the issues are related
to the provincial and grassroots levels.
- Join hands in the implementation of the
schemes and projects that are not within the
management field.
- Have a relationship and coordination with
the district-level People’s Committees,
associations, unions and functional
divisions and units of DOST and districts to
perform the assigned tasks well.
