I. Improvement and
development (2003-2015):
In July, 2003,
according to the Joint Circular
no.15/2005/TTLT-BKHCN-BNV of Ministry of
Science and Technology and Ministry of
Internal Affairs, Dong Nai Department of
Science and Technology (DOST) was newly
established on the basis of having its State
management function of environment, a strong
point with great potential which was
invested in and transferred to another unit.
Then, DOST had only more than 30 officials
left.
Despite having
to confront a lot of real challenges in this
new stage, DOST was quick enough to have its
new machinery re-built and re-arranged to
create a stronger structure thanks to the
determination of its officials and its right
choice for the direction of science and
technology development in a new period.
To carry out the
8th tenure Central Government Resolution no.
2 on science and technology, the key
strategies and tasks of this period were
identified as follows:
- Focus on
investing in and developing the science and
technology potential in two preferential
areas: agricultural development and
administrative reform towards an
e-government;
- Identify 3 key
programs including information technology,
biotechnology, and human resources
development and training.
- Innovate the
management of science and technology towards
the cancellation of the “ask – give”
mechanism; mobilize the resources of sectors
and levels of authorities into application
research to promote the efficiency of
science and technology programs; study the
implementation of a number of scientific and
technological products with a high content
in the grey matter and with competitiveness
and commercialization to contribute to
creating a science and technology market and
simultaneously a premise for cooperation
ties and science and technology integration
regionally and globally.
- Develop
influential programs to create an impact to
mobilize social resources into science and
technology activities to create both a
motive force and an overall strength to
develop science and technology and make
positive contributions to promoting the
province’s industrialization and
modernization.
Implementing the
strategy for science and technology
development after 10 years of transformation
along with the determination and efforts of
all the officials and civil servants of
DOST, science and technology activities have
made significant contributions to Dong Nai’s
socio-economic development.
1. Training and attracting science and
technology human resources
For
each locality’s human resources, especially
high-level human resources, the country plays an
important role in promoting socio-economic
development. Experience shows that if many
countries without abundant mineral resources
know to how to focus on investing in and
developing human resources reasonably, they will
help their country thrive in science and
technology with the industries of manufacturing,
electronics, information technology, and
advanced heavy industries and raise their GDP
per capita to a higher level than that of the
countries with a large population and abundant
natural resources but a low-quality human
resource.
In
order to build up a team of science and
technology officials that are working in the
province's political system, especially the
force of the key managers in the sectors, who
learn and study in a favorable environment and
are capable of improving their abilities to gain
an access to the world’s experience and latest
research and become the leading officials and
experts of sectors, DOST has given the
provincial People’s Committee advice on human
resources development. As a result, in 2005 the
provincial People's Council issued the
Resolution no.51/2005/NQ-HDND on the human
resources development project for socio-economic
development in the 2006-2010 period and vision
to 2020. Accordingly, DOST was assigned as the
head of the Programme 2 (the postgraduate
education program) and and Programme 6 (the
training program of computer science, foreign
languages, and foreign affairs knowledge for the
key officials and for the interpreters. After a
period to cooperate with the Department of
Internal Affairs and concerned departments and
sectors, the results are as follows:
1.1. Postgraduate education
program
The
program started from 2007 to 2012 with the
following results:

The implementation results in 2006-2010 period
412
applicants for the program were accepted,
including 356 others that are still in the
program.

348 learners have graduated and are working in
their positions effectively.
- 8 learners are
still doing their Ph.D.

approving the applicants for the postgraduate
program in 2011-2015 period:
Over its years’
implementation, the program has selected 1,169
candidates (including 352 females) into the
program, reaching 127.1% as planned. In
particular, some individuals have completed and
exceeded plans in 2011-2015 period as follows:
- Doctoral education
accounts for 235.71%;
- Master education
accounts for 145.7% (masters from domestic
programs make up 151.38%, and masters from
associate programs make up 103.33%).
There are still
difficulties in enrolling some types of
students:
- Overseas master
education reaches only 45% due to the fact that
students’ language skills fail to meet
requirements;
- Specialty II
doctor training reaches 30.56% compared to the
target set for all the period. Every year, the
Steering Committee for the Postgraduate
Education Program reports to the provincial
Party Committee and People’s Committee on this
issue and the provincial Party Committee and
People’s Committee give some directions but
things have not changed due to the fact that
nobody in the health sector has registered for
Specialty II doctor training program.
Among the applicants
for the Postgraduate Education Program, there
are 352 female learners, accounting for 30.1%.
494/1,169 learners
at youth age, accounting for 42.25%; 521 others
at middle age, accounting for 44.5%; and those
at the age of over 40, accounting for 13.17%
have been sent to postgraduate education
programs.

Every year, before the Lunar New Year DOST holds
the “Science and Technology Festival”, the
get-together for the program’s learners is one
of the events of the festival with the aim of
assessing and reviewing the program throughout
the year, thereby having exchanges and sharing
experience as well as honoring and rewarding the
learners with great achievements in their
learning process.

1.2. Science and technology
talent training program
Together with the postgraduate education
program, the informatics and foreign
language refresher program for the key
officials and interpreter training (Program
6) was implemented from 2007 to 2015. At
first, 810 officials registered for the
program; however, during the training
process 214 learners studied by themselves
to improve their knowledge as required; the
rest of 596 learners have been trained,
fostered and awarded level-A and level-B
computer certificates by DOST.

Implementing the program of “Nurture talents”
within the talent fostering and training project
for Dong Nai’s socio-economic development in the
period of 2010-2015-2020, every year DOST, the
provincial Children's House, and Department of
Education and Training jointly organize robot
contests for teenagers. The program has created
a useful playground to arouse students’ passion
of creativity and sought for teenagers’
robot-related talents and skills.
As a result, 9 robot
contests have been held including “Catch and put
the crabs into a basket” in 2009; “Kick balls”
in 2010, “Robots build a wall” in 2011, and
“Robot creativity” in 2012; “Robot family” in
2013; and “Robot creativity” in 2014. After each
contest, the two best robots will be chosen to
compete in the annual national robot contest for
teenagers. In 2011, a special prize was won at
the national robot contest. Especially, in 2014
the robot team of Lac Hong University won the
championship title at the ABU Asia-Pacific Robot
Contest.
With the targets in 2011-2015
period, the Program will focus on training and
developing high-quality human resources, forming
a force of the leading specialists in the
spearhead fields which the province has a
shortage of human resources such as
biotechnology, informatics, telecommunications,
health and new materials, and so on. It is
expected that by 2015 the province will educate
about 500 masters and doctors in various fields
to meet the demand for human resources for the
province’s socio-economic development and to
contribute transforming Dong Nai into a
basically industrialized and modernized province
the same as what is set in the Resolution of the
9th Congress of the Party Committee of Dong Nai
province in 2010-2015 term.
2. Building technical facilities
2.1. Build DOST’s new office building in Dong
Nai and its branch in Ho Chi Minh city.
Dong Nai is a
province with a developed industry. Therefore,
as DOST was still the Department of Science,
Technology, and Environment, it focused
investment resources on the environmental
management in the context of the industrial
development facing a lot of weaknesses in
environmental protection. This was a major
impact on the ideology of the civil servants
when the new Department of Science and
Technology was established on the basis of
separating its State management function of
environment, a strong point with a great
potential that had to be transferred according
to the Joint Circular no.15/2005/TTLT-BKHCN-BNV
of the Ministries of Science and Technology and
Internal Affairs dated July 15, 2003. The total
number of civil servants was cut down from 64 to
34 people with an average age over 45.
Despite facing
backward potentials and pessimistic thoughts in
this period, thanks to the direction and
encouragement of the provincial Party Committee
and People's Committee, the deep interest of the
Ministry of Science and Technology, especially
the determination of all its officials in the
strategy, tactics, and selection of the right
direction, breakthroughs have been made in the
development and promotion of the science and
technology potentials that meet the requirements
in a new era.
After
nearly 5 years, the new head office building
was constructed and officially put into
operation on April 29, 2008

256 at present
The representative
office of DOST in Ho Chi Minh city was built and
officially put into operation on May 20, 2009 at
277 – 279, Nguyen Thien Thuat street, ward 1,
district 3, Ho Chi Minh city.
Simultaneously,
I-Office (N-E-M-I) was constructed. It was an
advanced tool applying information technology to
management and administration, satisfying the
requirements for ISO 9001:2000 standard for the
online-based quality management method in 2005
and DOST became the only unit in the country to
be certified then.
2.2.
Construction of the Center for Biotechnology

provincial People’s Committee in 2008. The
Center’s task is to apply and bring
biotechnology achievements into the reality
in the fields of agriculture, health, and
environment.

207.8 hectares in hamlet 2, Xuan Duong
commune, Cam My district. In July, 2010, the
Center was announced to go into official
operation and its infrastructure such as
road links, power grid, water supply, and so
on for biotechnology research was built.

Thanks to the interest of the provincial
Party Committee and People's Committee and
the close direction of the director of DOST,
the infrastructure investment projects in
the short term like road links, power grid,
5 industrial wells, a water pumping station
management center, a 200-cubic-meter water
storage basin, and a 24-meter-high water
tower with a capacity of 60 cubic meters for
the themes and projects, and the investors
in the Center were completed and put into
use.
The Center with its current infrastructure
has attracted five high-tech enterprises
specializing in biotechnology to invest in
50 hectares: Viet Agriculture Co., Ltd has
leased 20 hectares for the project of
“Center for Plant Variety Research”; Thien
Dia Nhan Joint Stock Company 4.5 hectares
for the project of “Grow and conserve herb
plants”; Green Agricutlure Technology
Development Co., Ltd 20 hectares for the
project of “Grow safety vegetables for
exports”.

In addition, the Center has a
human resource of 26 officials and civil
servants including 12 masters, 1 postgraduate
student, and 7 post graduates. This official
force is a nucleus to connect with schools,
institutions, and enterprises: University of
Agriculture and Forestry of Ho Chi Minh City,
University of Natural Sciences, Ho Chi Minh City
Center of Biotechnology, Ho Chi Minh City
High-Tech Park, the East Region Fruit Plant
Center, and so on to conduct the models applying
biotechnology to agriculture such as
catch-cropping mango plants in rambutan
orchards; apply collective techniques to
developing avocado plants; catch-crop durian
plants in mangosteen orchards; chains to produce
and process cocoa products; and the high-tech
application model for dragon fruit plants.

In the future, the Center will
keep performing the following tasks:
- Promote the establishment of
the biotechnology high-tech park on the basis of
the Center for Biotechnology Applications in
parallel with a completely-invested
infrastructure.
- Attract high-tech enterprises
specializing in biotechnology to invest in and
universities and research institutes to conduct
their themes and projects in the Center.
- Continue training and
attracting the human resources specializing in
biotechnology, medicine, and agriculture.
2.3.
Construction of the Measurement and Calibration
Center in Nhon Trach: energy needed to
accelerate the aircraft of Dong Nai’s science
and technology
Dong Nai has an important position in the
key southern economic region with its
potential - Bien Hoa Industrial Zone 1 built
in 1961 and the Party and the State’s
open-door policy to attract investment, so
it has been a leading province regarding the
number of centralized industrial zones, has
rapidly shifted in economic structure and
developed services infrastructure. Since
then, the Department of Science, Technology,
and Environment played a strong role in the
country with a heavy investment including
the United Nations Development Progam (UNDP)
project financing human resources and modern
equipment to serve environmental management
activities.
In the process of international economic
integration and admission to WTO, the
government has adjusted and streamlined the
administrative machinery, including a merger
between Environment and Cadastre to
establish the Natural Resources and
Environment. Meanwhile, only functions and
tasks were transferred in some localities.
However, all human resources and science
equipment in the field of environment
including the laboratory of Bureau of
Quality, Measurement, and Standards were
transferred in Dong Nai.
Facing a shortage of human resources,
facilities and the specific mechanisms of
the science and technology sector, DOST’s
leadership’s great concern is to seek for
directions due to the mathematical problem
of very few facts and too many unknown
things. Those hard times contributed to
creating breakthroughs through the image of
the aircraft of science and technology. The
hardest and most dangerous time was the
take-off period and the Nhon Trach Center
for Measurement and Calibration is one of
the energy sources to accelerate.
The rapid development of the enterprises’
production level has increased the
difference in level and the equipment of
measurement and test, exerting a great
impact on the investment attracting
environment as well as the evaluation of
product and goods quality in business and
production activities and exports. Thanks to
the survey results of the reality in some
key provinces, DOST has identified the
objectives to establish the Center for
Measurement and Calibration as a key startup
step for the investment in the province’s
science and technology potentials.

The Center for Measurement and Calibration
is located on an area of 7,000 square
meters in Hiep Phuoc commune, Nhon Trach
district - the new industrial city, a good
location close to Highway 51 that connects
Bien Hoa and Vung Tau; Road 25B that
connects Long Thanh and Nhon Trach; the Ho
Chi Minh - Long Thanh - Dau Giay Expressway;
and Long Thanh International Airport. In
addition, the Center is located along the
transport links and the ports along the Dong
Nai river. All those factors contribute to
helping the Center promote its investment
potentials.
The Center for Measurement and Calibration
was built at a cost of more than VND50
billion including construction categories
and state-of-the-arts and synchronized
facilities in 7 measurement fields and 10
testing fields. After being put into
operation, the Center will combine itself
with its existing capacity including 21
testing fields recognized by the General
Department of Measurement and Calibration
and 4 VILAS and LAS-based calibration fields
with 29 targets. Also, the Center will
gather all its available activities: energy
auditing, technical safety calibration,
nuclear radiation safety assessment to help
itself operate fully and comprehensively and
meet most the requirements for production,
distribution, and circulation to serve the
database on the local State management and
the whole Southeast region.
The Center for Measurement and Calibration
is a favorable environment for young
scientist forces to promote and show their
own abilities and to create a working,
learning, and researching environment of
science. This environment will be a meeting
point to affiliate with the regional
universities in order that students have a
chance to associate theory with practice and
the school and the society. Moreover, it is
a basis to improve the qualification of the
center’s staff, not only 2 postgraduate
students, 5 masters, and 11 technological
postgraduates but also a breakthrough in the
coming years.
The operation of the Center for Measurement
and Calibration is to contribute to
promoting the provinces’ potentials of
science and technology, attracting the young
workforce to build the new city of Nhon
Trach, and creating a sustainable
development in the socialist market-oriented
economy.
3. Information technology
takes one step ahead for agriculture, rural
areas, and administrative reform towards
e-government:
Information technology is
affirmed to be the century technology sector and
an indispensable belonging in the 21st century.
One of six breakthrough projects in the national
key information communications technology
program: “Bringing the Internet and computer to
countryside: develop broadband Internet access,
provide services, and expand communal culture
post office network”. This shows that the Party
and the State have identified bringing
information technology to rural areas a key task
in the IT development strategy as well as in
rural economic development.
Dong Nai is a province in the
Southeast region located in the southern key
economic zone. It is also the province with a
high industrial growth rate and with over 70
percent of the population relying on
agriculture. In recognition of this, in 2003
DOST determined the investment in creating
science and technology potentials, including
investing in information technology one step
ahead, and considered it as a strategy to
develop science and technology for agriculture,
countryside, and administrative reform towards
an e-government and create a foundation for the
sustainable development of economic, cultural,
and political fields to aim at making Dong Nai a
basically industrialized and modernized province
by 2015, which is set in the resolution that the
9th provincial Party Congress in 2010-2015
period.
3.1. The journey to “bring
science and technology to home to help
farmers not have to go too far”
To help farmers apply science and technology
achievements and advancements to the reality
of production and life soon, DOST has been
quick enough to develop synchronized
resources through the implementation of IT
programs and projects from 2003 to now, and
stick to the motto of “ bring science and
technology to home to help farmers not have
to go too far”.
- Level A computer
universalization program for communal
officials
The program started in 2006. The program
aims at providing basic Level A computer
knowledge for communal and hamlet officials
with the State’s funding for 50 officials,
civil servants, and employees within the
political system in communes and hamlets.
The highlight of this program is:
- The State does not invest in machinery and
equipment but mobilizes them from such
various sources as hiring them from
vocational education centers, secondary
schools, and so on;
-
Open training classes in communes or in communal
clusters to help learners not to have to go too
far;
-
Teachers perform 3 in 1 functions: teaching and
managing students, and managing facilities.
Teachers have meals, live, and get involved in
activities in the commune to get ready to help
students if necessary;
-
The training unit and the organizational unit
hold exams and grant certificates independently;
-
The students that attend classes must pay
tuition fee. If they pass the exam after four
months, all their tuition fees will be covered
(VND600.000 per student).
The
level A computer skill universalization program
has met the expectations of the senior communal
and hamlet officials and civil servants, who
seem to be unable to learn computer skills due
to the fact that they are afraid of going to
computer centers to learn computer skills
together with younger age learners. Thanks to
the teacher’s devotion, not caring about
difficulties to eat and live with the commune’s
collectives and enthusiasm to teach the senior
learners that did not have a chance to learn due
to wartime and lack of learning conditions, this
learning model has gradually removed all senior
learners’ fears about their age.
For
the leadership of the local authorities, the
program has made contributions to the
administrative reform, initiated the movement to
attempt to learn among senior and junior
officials, and dealt with the obstacle of time
and traveling costs concerning having officials
participate in the program. .
The program ended in 2010. As a result, 7,007
officials were trained, meeting the standard for
the level A computer skills in the whole
province.
- Establishment of science and
technology information points.
The
program started in late 2003. The main content
of the program is to develop the science and
technology information points at the Centers for
Culture, Sports, and Community Learning in the
communes and wards in the province. The target
is that the science and technology information
points will be established in 100 percent of
communes and wards by 2013. Results show that up
to now 95 science and technology information
points have been established in the province
(there are 171 communes and wards throughout the
province). Each point of science and technology
information will be equipped with the following
device:
- 2
sets of computers, 1 printer, 1 digital camera,
computer desks, desks and chairs, disk cabinets,
newsletters, and magazines;
- The resources of science
and technology information are integrated in
the computers at the information points
including a database of 60,000 full-text
rural technologies, a database of 40,000
common science and technology questions and
answers; a database of 4,000 rural science
and technology films; a special theme
database of 200 questions and answers on
crop pests and how to use pesticides; a
special theme database of 21 fruit trees
with an advantage of competitiveness and
exports; and a database of 150 science and
technology consultants.
In addition to the database
in communes, DOST has built a centralized
data integration center for the communes
without science and technology information
points so that that can access and search
for information. To ensure the information
provided by DOST and that collected from
communes and hamlets, collecting,
processing, and editing films and science
materials from the television channels
nationwide are done every week to get and
supply new films for science and technology
information points as well as to have
databases updated for the development of
information resources.
Particularly, the above
database will be built and integrated into a
program under the brand name “A database of
100,000 science and technology questions and
answers of Dong Nai”, a rich database of
science and technology that can be provided
for both science and technology information
points and farmers, and secondary schools
and high schools to help with their learning
and teaching. The database of 100,000
science and technology questions and answers
won the first prize at the Dong Nai Science
and Technology Creativeness Award 2006 and
the Sao Khue Award 2009 prize. The database
has been transferred to more than 10 units
outside the province.
This can be said as the top database of
science and technology today for
agricultural production and rural life not
only for Dong Nai, but also for the other
provinces in the country.
- Each information point is equipped with a
website within the Dong Nai Science and
Technology portal with the information on
socio-economy, market prices, weather,
diseases, and experience and application in
production and life that are frequently
updated to help farmers to fully grasp
information to take the initiative to
prevent pests, develop crops and domestic
animals, change the farming style towards
applying science and technology advancements
to increase productivity and meet quality
requirements.
The program has brought out efficiency in
raising the rural people’s awareness of
database as well as science and technology
application. People are no longer unfamiliar
with science and technology database and
information. In addition to having the
information on the Party’s guidelines and
policies and the State’s laws announced and
disseminated, agricultural products and
farmer’s brand names are advertised,
promoted, and marketed widely on the
Internet.
- Developing a management information
network of science and technology of the
State from the province to districts, Long
Khanh town, and Bien Hoa city
The general concept among people is “Nothing
ventures, nothing gains” but it is necessary
to apply database for a strong development
in all aspects of economic life. Talking
about the impact of the database on the
entire socio-economy at the Congress to
implement the 10th tenure Central Resolution
no. 4, Deputy Prime Minister Hoang Trung Hai
stressed: “If the community, businesses, and
people have not been aware of “nothing
ventures, nothing gains”, the objectives to
develop a database as the infrastructure of
all the infrastructure will be out of our
reach”.
With the three key focuses of information
technology, biotechnology, and human
resource training, and thanks to DOST
leadership’s talent and determination, and
the creativeness and enthusiasm of DOST’s
officials and civil servants, the past ten
years has been a period in which Dong Nai’s
Science and Technology has made breakthrough
progress and achieved a lot of great
success. Dong Nai’s Science and Technology
has become a typical example of the
country’s Science and Technology with a
breakthrough vision and steps to contribute
to creating the well-known products in both
home and abroad.
At the workshop to deploy Dong Nai’s science
and technology tasks in 2009 , Mr. Bui Van
Quyen, Head of the South Region
Representative Office of the Ministry of
Science and Technology, the representative
of the Ministry attended the workshop and
highly appreciated the achievements that
DOST has obtained. Also at the workshop, the
representative of the Ministry’s leadership
asked DOST to focus on implementing a series
of key tasks. Two of them are as follows:
- Establish, update, and improve the
information systems for the direction,
administration, and management of the State
agencies; and provide information and online
pubic administrative services for people and
businesses.
- Improve capacity and develop IT products
and services; and enhance the possibility to
apply information technology in social life
activities.
To perform the above tasks, receiving the
agreement upon the policy of the levels of
the leadership in the province and the
consensus and support of the leadership of
districts, townships, and cities in the
province DOST has developed “the State
management information network of science
and technology between DOST and districts,
Long Khanh town, and Bien Hoa city”. The
program is conducted within the roadmap to
build, upgrade, and improve the information
systems for the direction, administration,
and management of the state agencies; to
improve the efficiency of the State
management of the science and technology in
districts, townships, and cities towards
safety, efficiency, accuracy, punctuality,
and promptness to contribute to accelerating
the administrative reform.
In addition to the implementation of the
above information network, DOST has
collaborated with the People's Committees of
districts, Long Khanh town, and Bien Hoa
city in enhancing the establishment and the
promotion of the image of localities that
are integrated on the portal of DOST.
The information network has initially
provided and installed the device and
brought the Internet to 11 administrative
units at district, town, and city levels in
the province (Bridges are installed in the
Offices of Economics and Economics -
Infrastructure under the management of the
officials of the offices). This system has
widely established a network of science and
technology information to meet the
requirements for a two-way information
sharing between DOST and districts, Long
Khanh town, and Bien Hoa city; a network of
science and technology information
management and supply at provincial to
district and communal levels (via the system
of science and technology information points
that are being and has been brought to every
commune and ward).
The information and data of science and
technology that is being managed at the data
center of DOST have met the actual
information needs from the province to
districts, communes, and wards and to
hamlets and villages in the future. At the
same time, the program has trained and
transferred and applied information
technology to 11 district units across the
province.
Through this system, the information in the
field of the State’s science and technology
management, and scientific and technological
achievements and advancements that suit
districts and townships; and the typical
effective models of science and technology
that can be quickly applied to production
and life are collected, selected, and
classified to be used based on the
socio-economic characteristics of each
locality and provided for the locality’s
socio-economic development timely,
appropriately, fully, and accurately.
- Bringing
broadband services to rural areas (VSAT -
IP)

The target of the program is to ensure that
100 percent of the Centers for Culture,
Sports, and Community Learning across the
province have gained an access to the
broadband Internet.
DOST has applied VSAT-IP technology to bring
broadband services to far-flung areas where
ADSL services are either unavailable or
available but ineffective. Results show that
up to now 100 percent of communes have
accessed to the broadband Internet. In
addition, applying VSAT - IP meets the needs
of the eco-tourism parks, the research
projects in the Nam Cat Tien forest, the
agricultural product trading stations, and
the Internet services business households,
and so on.
The program carries a political and economic
meaning, bringing the benefits to the whole
community to ensure the rights of enjoyment,
especially those of the rural residents
towards the Internet exploitation and
access: farmers seek for information on
production and life; teachers seek for
information on teaching; students seek for
information on learning, research,
entertainment. The officials and civil
servants in communes and hamlets have
conditions to improve their knowledge of
information technology concerning the
administrative reform and the e-government
targets. Particularly, it will be convenient
for the major agencies in the communal
political system to study and fully grasp
the implementation of the Party’s
resolutions under the forms of online
television and conferences.
3.2 Information Technology for
the administrative reform towards the
e-government
- The level A and B computer
skill training program for the key officials:
The computer skill training
program for the key officials of the human
resource development project led by DOST and the
Department of Internal Affairs, and the
concerned sectors in the province has been
implemented since 2007. The program aims at
training and improving the IT development
strategy and training the skills to use office
computer programs and appropriate professional
software under the guidance.
The highlights of the computer
training programs for the key officials are:
- The students that are the key
officials at the provincial and district levels
are supposed to receive the province’s interest
and assistance;
- Ensure good facilities and a
selective teaching staff;
- The training unit and the
organizational unit grant certificates
independently;
- The students that are taking
courses are exempt from tuition fees and get an
allowance of VND20,000 per lesson;
- The class for the key
officials at the provincial level in Lac Hong
University, and the class for the key officials
at the district level in the vocational training
centers in districts have facilitated students’
travelling;
The program trained 184
key officials with level A computer skills from
2007 to 2009 and 412 others with level B
computer skills from 2010 to 20111.

Electronic Office (N, E, M, I).
a)
History and development:
Owing to the practical needs of
the State management and administration of the
scientific and technological activities, it is
essentially necessary for DOST to study and
apply information technology to design an
electronic office (N, E, M, I).
The E-Office (N, E, M, I) is
oriented to be designed through four phases:
Network Office (N - office), Electronic Office
(E-office); Mobile Office (M - office), and
Intelligent Office (I - office) with the three
following tasks:
- Build a quality management
system according to ISO 9001:2008 standard with
the scope of application: make plans, programs,
and research themes to carry out and evaluate
implementation; evaluate business eligibility;
approve of the contracts of technology transfer
and technology assessment; manage standards,
measurement, and quality; license X - ray use in
health diagnosis; conduct an inspection of
science and technology; settle complaints and
denunciations in the field of operation and
management of DOST. Simultaneously, DOST has
confirmed the application of all the terms of
the quality management system ISO 9001:2000.
Based on the scope of application and functions
of the divisions in DOST, it has developed and
applied 21 procedures and processes to the
appropriate and specific activities in each
division.
- Apply a multimedia system to
carry out information technology application
programs of management towards making the
quality management system the Online ISO
management system: the science and technology
e-portal on the Internet; and manage the mobile
office; projects and scientific research themes;
database platform and database of environment
and technology based on the geographic
information system (GIS); brand names;
inspection activities; complaints and
denunciations; financial and accounting
activities; the information of scientists; legal
documents; science and technology journals and
newsletters; human resources; rural science and
technology database; and the databases of
businesses’ technology abilities; build an
online registration program about administrative
services supply; and build the programs to
observe, monitor, and chair a conference, and
give distant orders.
- Train and re-train the
officials and civil servants to be adaptable to
the e - work style and the e - lifestyle in
order to achieve the goals of the online
ISO-based quality management system.
b) Utility and efficiency:
- The State’s administration information
must be provided promptly and accurately.
The management information is like the
nervous system of its management system and
has an impact on all the stages of the
management process. Therefore, building the
State management information system is to
contribute to improving the efficiency of
the State’s administrative agencies.
- Standardize information and the
professional working process to reduce time
and save costs during the operation process.
- Save paper and ink in the process of
having documents printed and photocopied to
reduce time to deal with work and improve
productivity and efficiency.
- Reduce meeting and conference time by
exchanging online ideas and having online
review meetings.
- Ensure that prompt and full information
goes to the hands of officials and civil
servants.
- Developing an international standard data
integration center:
The data center developed by
DOST has met the international standard TIA -
942 (TIA: Telecommunications Industry
Association) in terms of data integration
centers and satisfied the requirements for ISO –
IEC 27001:2005 based on information security
with the technology capability and qualified
manpower to supply the value-added services on
the Internet, to meet not only the high demand
for hosting, storage, and backup of e-portals
and the province’s information systems but also
the demand of the agencies and enterprises
outside the province to operate stably and
effectively. This is the only center in the
science and technology sector to supply the
value-added services on the Internet.
- Putting forward solutions for
ensuring safety and information security
In the field of information
security, it is necessary to focus on studying
products and solutions to ensure safety and
information security in the electronic
transactions of the agencies in the political
and administrative system. The products and
solutions in this field have won a lot of
national and international awards and have beeen
effectively applied in reality. Particularly,
Dong Nai provincial Party Committee has used
Non-Standard Special Provisions (NSSP) to ensure
the safety of the information system of the
provincial Executive Party Committee. In 2009,
DOST was awarded the ISO/IEC 27001:2005
certificate for its information security
management system by DAS (The United Kingdom)
and has become the State’s first and only
management agency in Vietnam to be awarded the
certificate of the international standard
information security management system.
4. Innovating science and
technology management mechanism
Promote the science and
technology management mechanism towards removing
the “ask and give” mechanism and implement the
target programs to select the themes and
projects that are associated with the reality in
production and life; do research into some
science and technology products with a high
content of grey matter, competitiveness and
commercialization to contribute to creating a
science and technology market and being the
premise for cooperative relations and regional
and global science and technology integration.
- Innovating the management of
the deployment of science and technology themes
and projects:
The science and technology
themes and projects that are reviewed and
selected are based on Dong Nai’s targets and
tasks set in the development strategy - focusing
on investment to develop science and technology
potentials in two priority areas: developing
agriculture and implementing administrative
reform towards an e-government; identifying the
three key programs including information
technology, biotechnology, and training and
developing human resources.
Besides focusing on the in-depth
development for the above 2 priority areas and 3
key programs, to develop them broadly it is
necessary to build the programs to create an
impact on the mobilization of the social
resources into scientific and technological
activities to have both motivation and strength
to develop science and technology to make a
positive contribution to promoting the
province’s industrialization and modernization
process.
Based on the above development
strategy, every year in the first quarter DOST
invites departments, committees, sectors,
research institutes, universities, and
scientists to 11 districts to organize science
and technology workshops that help identify the
needs and tasks of science and technology and to
put forward solutions for supporting sectors and
localities. These annual workshops make research
institutes, universities, and scientists fully
aware of the needs of the sectors and localities
as well as make sectors and localities fully
aware of the achievements and research capacity
of the research institutes, universities, and
scientists. On the basis of a demand-supply
relation, research institutes, universities, and
scientists can help the sectors and localities
make the proposals of science and technology
tasks that suit the reality in each locality.
Based on the proposals of the
sectors and localities, themes and projects will
be reviewed through 3 steps:
-
Step 1: In the second quarter, the Advisory
Council will determine the list to be reviewed
to determine the list to keep performing step 2
and make proposals to levels of management: the
State, provinces, sectors or districts.
-
Step 2: Based on the reviewed results, the
Advisory Council will determine the list and the
theme or project leader will build a description
of themes or projects and submit it to the
Advisory Council to have the themes and projects
at the provincial or sectoral levels evaluated.
The Advisory Council to evaluate themes and
projects follows the 3.3 model including the
scientists in Dong Nai and in the two major
science centers in Ho Chi Minh city and Hanoi
capital city (3 members from Dong Nai, 3 others
from Ho Chi Minh city, and 3 others from Hanoi)
- Step 3: Based on the
review results of the Advisory Council
to evaluate themes and projects, in the
fourth quarter the Science and
Technology Council at the provincial,
sectoral, or district levels will take
into the last consideration before
submitting it to the provincial People's
Committee, People's Committees of
districts, or the Director of the
Department to announce an implementation
decision. The provincial People's
Committee, People's Committees of
districts, or the Director of the
Department have sufficient information
of the review steps when taking into
consideration and after they announce an
implementation decision a contract might
be signed to carry out within the first
year of the plan.
The themes and projects
at the provincial level will be fully
funded by DOST’s budget; the themes and
projects at district level will be 50
percent funded by DOST’s budget and the
other half comes from the district’s
budget; the themes and projects at the
sectoral level will be 70 percent funded
by DOST’s budget and the remaining 30
percent comes from the sector’s budget;
Innovating the
management of the deployment of the
science and technology themes and
projects in a transparent and open
manner without the “ask – give”
mechanism has had an impact on the
selection of themes and projects to
associate research with the reality of
production and life, improve the review
quality and assessment results of the
scientific research projects and
mobilize more resources inside and
outside the province to implement the
province’s target programs.
As a result, innovation
has created 185 themes and projects
since 2003. Up to now, all the themes
have had their particular application
addresses and been close to the reality
of sectors and localities. A lot of new
technological advancements in the
process of intensive farming, models,
plant varieties, animal breeds, and
plant protection have proved a
comparative advantage and economic
value. Thus, they have been applied
effectively to increase productivity and
quality, to meet the real needs of
production and contribute to
restructuring crops and creating a
special job in the locality towards a
commodity economy associated with
markets to help increase farmers’
income.
- Innovating the
operations of the State’s management
machinery of science and technology
in localities:
As from July 15,
2003, following the Joint Circular
no.15/2005/TTLT-BKHCN-BNV of the
Ministries of Science and Technology
and Internal Affairs, the new
Department of Science and Technology
was established on the basis of
having its State management function
of environment separated. The total
number of officials and civil
servants went down from 64 to 36
with the average age of over 45.
To date, the
Department’s organization and
machinery have grown strongly with 7
functional divisions (Office,
Planning and Finance, Science
Administration, Technology
Management, Intellectual Property,
Basic Sci-Tech Administration,
Department’s Inspectorate) and
established the units under DOST to
carry out the public tasks and the
public services of science and
technology as well as to be the
factor to form up organizations and
services of science and technology
to actively engage in the province’s
scientific and technological
activities including Center for
Informatics and Science and
Technology Information, Center for
Application of Science and
Technology Advancements,
Biotechnology Application Center,
Software Development Center,
Department of Standards, Metrology,
and Quality, Project Management
Board, and the specialized divisions
like Energy Efficiency Office,
Office of Notice and FAQs of
Technical Barriers to Trade (TBT),
Office of Association of Protecting
Consumers' Interests.
A new feature of the
Department’s organization and
machinery is its investment into the
office building in Ho Chi Minh City
(Office 2) to attract the human
resources of science and technology
in Ho Chi Minh City to work for Dong
Nai and its establishment of the
Basic Sci-Tech Administration
Division with 13 officials: 2
working at the Department and 11
others working at the Office of
Economics/ Economic Infrastructure.
The recruitment of a district’s
officials must meet the requirements
for a long-term residence in the
district where he/she will work in
addition to professional
requirements.
The officials of the
Basic Sci-Tech Administration
Division working in the districts
under the Department’s professional
guidance receive the pay from the
Department and enjoy such
preferential policies as laptops,
travelling costs, business trip
costs, and so on. The People's
Committees of the districts are
responsible to manage these
officials in terms of the activities
of the Party, youth unions, and
labor unions, and local daily
activities, as well as supply
tables, chairs, and other necessary
equipment for their professional
work, and propose rewards and
punishment for officials.
The Department’s
officials working in districts are
responsible to report to the
Department via I-Office to promptly
deal with the challenges and
obstacles, and attend the briefing
meeting every Monday of the first
week of every month with the
leadership of the Department and its
chiefs. In addition, these officials
get trained under the method of
“take hands to show how to work”.
These officials play the
role in making proposals and carrying
out the programs of science and
technology to get the Party Committee
and People's Committee of the districts
to pay attention to directing and
calling for the forces of the districts’
committees and sectors to get involved
in the program as well as to be a hyphen
for a smooth information system of
science and technology from the province
to districts and communes after the
completion of the construction of the
science and technology information
points at the Centers for Culture,
Sports, and Community Learning of all
the communes.
5. The stimulus
programs to bring about the effects
for the activities of science and
technology:
+ Techmart;
Since 2003, the
activities of science and
technology have begun to focus
on assisting with the
agriculture and the rural life.
The model of “The rural Techmart
in districts” is one of the
activities. In 2003, the then
Techmart called the Agriculture
Machinery Market in Long Khanh
town was held for the first time
to help the people gain an
access to technology and the
equipment, which was mainly the
agricultural machinery for rural
and agricultural mechanization.
In the following years, it was
held in the form of a
technology, equipment, and trade
market: in Tan Phu district in
2004, in Xuan Loc district in
2005, in Long Thanh district in
2006, in Dinh Quan district in
2007, in Cam My district in
2008, in Long Khanh town in
2009, and it was called the Key
Southern Economic Region Trade
Techmart that was co-organized
by the Department of Science and
Technology of Ho Chi Minh City
and Dong Nai Department of
Science and Technology in Dong
Nai in 2010. Over its eight
times of organization, Techmart
has been confirmed as a typical
effective model to widely
disseminate the research
achievements and science
applications to bring scientific
and technological advancements
into production and life to
develop the rual socio-economy;
create opportunities for farmers
to gain an access to the types
of machinery and equipment in
agricultural production and
rural life; raise the public
awareness of science and
technology; particularly offer
farmers chances to have direct
exchanges concerning a lot of
issues regarding livestock,
cultivation, and so on with
experts, scientists, and
managers.
+ The science
and technology programs to
assist businesses improve their
competitiveness, to apply an
advanced management system, and
to protect intellectual property
in Dong Nai province in the
2011-2015 period (inheriting
from the productivity and
quality development project in
the 2006-2015 period).
In the context
of international integration
with the countries in the region
and in the world, every
organization and every
enterprise needs to develop the
appropriate policies on the
basis of absorbing the
achievements of science and
technology for the innovation of
its management activities.
Particularly, the advanced
management system according to
international standards is one
of the solutions chosen by the
units of interest to further
improve the management ability
in many aspects of their units’
operations to meet the actual
demand and the trend of
competitiveness of globalization
today.
The resolution
of the 8th Party Central
Executive Committee (7th term)
in January, 1995 made
administrative reform an
important content, which is the
focus of the process of
continuing building and
strengthening the Socialist
Republic of Vietnam. Since then,
the administrative reform
program in 2001-2010 period has
aimed at building a democratic
administration that is strong
and clean, professional, and
modernized, and operates
effectively in the principle of
the legal State of socialism
under the leadership of the
Party, and meets the
requirements for the country’s
construction and development.
Simultaneously, the first
Vietnam Quality Conference in
1995 to deploy the first decade
of quality considered the
innovation in the provision of
the public services and the
improvement of businesses’ goods
and product quality as
essential. Therefore, the
provincial Party Committee and
People's Committee adopt a
policy to assist and encourage
the State’s administrative
agencies and businesses to start
the application of advanced
management systems. This policy
has become one of Dong Nai’s
programs of socio-economic
development and national
security and DOST is assigned to
get organizations and businesses
in the province to carry out it.
Since 1998,
assisting with the building and
application of an advanced
management system in the
province has aimed at updating
how the public services are
supplied among the State’s
administrative agencies and
improving businesses’
competitiveness. Over 15 years
of having been a companion of
the province’s organizations
and businesses, the process of
assisting organizations and
businesses with the building and
application of the advanced
management systems could be
split in the three phases with
the three particular programs as
follows:
Phase 1
(1998-2005): This was considered
as a period to create a
breakthrough that was called
“The program to assist
businesses and organizations
establish and apply the quality
management system passed by the
Dong Nai Provincial Economic
Cooperation Committee.
To sum up the
program, DOST assisted 27
businesses and 9 administrative
units of Dong Nai province to
develop and apply the quality
management system according to
ISO-9001 Vietnamese standard.
Particularly, DOST has become
the first administrative agency
in the country to apply the
quality management system
according to the online ISO-9001
Vietnamese standard.
Phase 2
(2006-2010): thanks to the
achievements in Phase 1, DOST
continued to be assigned to
implement the assistance program
that was called “The assistance
program to develop and apply the
advanced management systems for
the organizations and businesses
in the province of Dong Nai”.
To sum up the
program, DOST assisted 21
administrative agencies of the
State to develop and apply the
public administration ISO; 1
state administrative management
agency to develop and apply the
ISO/IEC 27000 information
security management system; 1
administrative unit to develop
and apply the quality management
system according to ISO-9001
standard; 1 administrative unit
to develop and apply the
ISO-14000 environmental
management system; and 11
businesses to develop and apply
such advanced management systems
as the ISO-22000 food safety
management system, the ISO-14000
environmental management system,
the ISO-9001:2008 quality
management system, and the
Hazard Analysis and
Critical Control Points
(HACCP).
Phase 3 (2011-2015): on
the basis of continuing to
inherit and evaluate the
implementation of the assistance
programs for the state
administrative agencies and
businesses in Phase 2, DOST will
keep performing its assistance
tasks:
- For the State
administrative agencies:
concerning assisting with the
development and application of
the (ISO 9001:2008) public
administration ISO, 59 State
administrative management
agencies were assisted to
develop and apply the public
administration ISO (including 45
agencies that follow the frame
model of the Ministry of Science
and Technology and 14 others
outside the frame model).
It is expected
that in addition to the
preliminary assessment and
summation of the program, DOST
will continue to establish the
criteria to evaluate the
effectiveness of applying the
ISO-9001 Vietnamese standard in
the State administrative
management agencies according to
the requirements for the State
administrative control over the
State’s administrative machinery
and over the province of Dong
Nai to make the application of
the public administration ISO a
really effective tool to
implement the administrative
reform rather than a “permit” in
the eyes of a lot of people.
- For
businesses: Assisting the units
based on the Prime Minister’s
Decision no. 712/QD-TTg dated
May 21, 2010 concerning the
approval of the national program
of “Improving productivity and
Vietnam’s goods and product
quality until 2020” and Dong Nai
Provincial People’s Council’s
Resolution no. 188/2010/NQ-HDND
dated December 9, 2010
concerning the 5-year socio-
economic and national defense
and security targets and tasks
from 2011 to 2015 through “the
program of science and
technology to assist businesses
to improve competitiveness,
apply the advanced quality
management system, and protect
intellectual property in the
process of integration in the
period of 2011 - 2015 (replacing
Dong Nai’s quality and
productivity development in the
period of 2006 - 2015 in phase
2).
According to the
statistics, up to now the
Department of Science and
Technology has assisted 32
businesses to develop and apply
such advanced management systems
as VietGap, ISO 9001, and ISO
14000.
It is affirmed
that thanks to the assistance
from the programs of applying
advanced quality management
systems to the State
administrative agencies and
businesses since 1998, a number
of results have been brought
out:
First,
besides assisting the state
administrative agencies to
improve their management methods
and change how the public
services are supplied it helps
the leaders of the unit to fully
grasp all its activities;
determine the roles and
responsibilities of every
official, civil servant, and
division towards each type of
work through the identification
of the work progress and the
particular steps to carry out
the tasks;
- Reducing the
traveling of organizations and
citizens in the process of
performing administrative
procedures;
- Exploiting the
effectiveness of the IT
application to the development
and application of the public
administrative ISO to management
and administration;
- Arranging and
controlling all the documents
neatly and tightly to prevent
losses and reducing the time to
search for documents if
necessary.
Second,
besides assisting businesses to
improve their competitiveness
through the enhancement and
preservation of their
productivity stability and
productivity, goods and product
quality, applying the advanced
quality management tools
increases the consumers’
confidence towards businesses’
products and reputation;
- Raising the
staff’s service spirit and attitude
and assisting them to be more
confident in their work;
- Reducing the
unnecessary costs, saving materials
and always improving the techniques
and creativity, and the awareness of
protecting the environment.
The achievements of
the program are the activities of
science and technology that make
practical contributions to the local
socio-economic development as well
as perform the campaign of
“Vietnamese people give a priority
to using Vietnamese goods” and aim
at making Dong Nai a primary
industrialized and modernized
province by 2015./.

Developing the contests related to
the activities of science and
technology.
Masses’ movement to
take part in scientific and
technological activities is a major
campaign that attracts the attention
of the Party and the State and whose
development is encouraged.
Accordingly, Dong Nai Department of
Science and Technology throughout
periods has continued to lead and
implement the contests and movements
related to the activities of science
and technology for more than 10
years to aim at gathering more and
more people from all walks of life
and intellectuals, and to promote
the initiatives and creativity to
put forward more technical solutions
that are possible to be applied to
the reality in production and life.
Since 2003, DOST has successfully
organized 10 movements and contests
in various fields related to the
activities of science and
technology.
“Dong Nai Technology
Creation Contest” has been held
since 1990s. The contest has
continuously been strengthened since
then. Especially, the contest has
been consecutively held over the
past 10 years. A lot of creative
talents and new technical solutions
have been found. Results show that
up to now 314 technical solutions
have participated in the contests,
including 205 solutions that won
prizes. Most of the solutions are
sought from the reality in labor,
production, and learning and many of
these solutions have been applied
and disseminated to bring out the
great economic benefits for the
society.
- In addition to the
“Technology Creation Contest”, the
“Innovation and creation promotion
program in labor and learning” has
been carried out since 2001. The
program has been implemented widely
to initiate and call for classes of
people, officials, public servants,
and the staff in agencies,
committees, sectors, organizations,
unions, and associations to attempt
to work, promote the initiatives and
creativity to seek for the technical
solutions for improving
productivity, work quality,
professional levels, technical
initiatives and improvements for
production and life, works of
culture and arts that are rich in
humanity and possess a high
educational value, especially for
the younger generation to partly
contribute to the building of the
“People unite to create a cultural
life” movement. As a result, 2,062
solutions and works including 319
solutions that won prizes have
participated in contests.
- In addition, DOST
has developed other contests such as
“Leaders of wards and communes good
at information technology”;
“Propaganda and education officials
good at information technology”;
“Women good at information
technology”; “Women good at applying
information technology”; “Businesses
good at applying information
technology”; “Dong Nai science &
technology and information
communications product awards”; and
“Test your knowledge of Dong Nai’s
historical and cultural value”.
In terms of the
figures of contests, DOST might be
said to be the unit with the biggest
number of contests and of
organization times concerning the
activities of science and technology
in comparison with the other
Departments of Science and
Technology in the country.
Especially, these movements and
contests are to produce powerful
effects, and stimulate and make
scientific and technological
activities more positive.
6. The honorary awards of the Party
and the State and the prestigious

Thanks
to the leadership of the provincial

Science and Technology, and the
close coordination and support among

technology organizations, experts,
and scientists, especially the
non-stop efforts of DOST’s officials
and civil servants, DOST has
continually completed its tasks to
receive a lot of noble awards from
the Party and the State:
- The
Third Class Labor Medal in 1985;
- The
Second Class Labor Medal in 2000;
- The
First Class Labor Medal in 2007;
- The
Third Class Independence Medal in
2011;
- The
government’s emulation flags in
2004, 2005, 2006, 2007, 2008, 2009,
2010, and 2011, 2012, 2013 & 2014.
- The
Ministry of Science and Technology’s
outstanding emulation flags in 2007,
2008, 2009, 2010, 2011, 2012, 2013 &

- The

- DOST
has been awarded Dong Nai provincial

for many consecutive years.
In 10
recent years, DOST has kept
developing its information
technology products to obtain a lot
of valuable prizes from home and
abroad, and not long ago a lot of
agricultural a products with the
application of biotechnology grew in
both quantity and quality.
